China is developing AI at a fraction of the cost by potentially reverse-engineering ChatGPT models and doing fine-tuning on top. Their main challenge now is chips, so they're rapidly building domestic alternatives to NVIDIA with Huawei Ascend chips and their own version of CUDA....
