China is developing AI at a fraction of the cost by potentially reverse-engineering ChatGPT models and doing fine-tuning on top. Their main challenge now is chips, so they're rapidly building domestic alternatives to NVIDIA with Huawei Ascend chips and their own version of CUDA. Beijing has banned NVIDIA chip purchases, forcing Chinese tech companies to use homegrown solutions.
